MINUTES <br />PLANNING COMMISSION <br />JULY 11, 1991 <br />CONDITIONAL <br />USE PERMIT <br />& VARIANCE <br />FAVIS <br />Union 76. At that time the City required that signage <br />be lowered. <br />Drabik asked the effect of lighting on the adjacent <br />residential property. <br />Egerer reported that the signage will not give off much <br />light just a glow, which he did not believe would <br />interfere with the adjacent property. <br />Herkenhoff recommended approval of the conditional use <br />permit and variance for front yard setback for <br />construction of a 56 foot by 60 foot steel canopy over <br />fueling islands at 300 Little Canada Road as requested <br />by Uno -Ven Company subject to compliance with the <br />recommendations of the City Planner as contained in his <br />report dated July 2, 1991. <br />Motion seconded by Garske. <br />Motion carried 6 - 0. <br />Gloria Favis appeared before the Commission requesting <br />approval of a conditional use permit and variance to <br />allow the improvement of a non - conforming single - family <br />structure up to minimum standards and allow <br />improvements to the property in excess of 50% of the <br />fair market value at 34 Little Canada Road. <br />Keis pointed out that the Commission has no plans <br />showing what Favis wants to do with the property. <br />Favis reported that she is proposing structural work <br />and remodeling of the cabin at 34 Little Canada Road. <br />There is currently no heating system or insulation in <br />the structure. Favis reported that she is trying to <br />obtain a rehab loan from the County for this work. <br />The Planner reported that he received a call from St. <br />Paul's Economic Development Department informing him <br />that a $12,000 rehab loan has been approved for Favis. <br />Garske asked about the foundation or wall that has been <br />brought into the site. <br />Favis reported that a retaining wall was constructed as <br />a barrier to prevent cars from ending up in the lake. <br />Favis reported that she did not understand why she <br />needed a conditional use permit and a variance in order <br />to improve her property. Favis pointed out that her <br />neighbors would like to see the property remodeled. <br />Page 6 <br />
