MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 12, 1991 <br />DeLonais again stated that the City and Planning <br />Commission have to decide what they want for the area. <br />Herkenhoff stated that if the decision is that homes <br />will remain in this area, he has no objection to this <br />house being brought up to Code standards. <br />The Commission pointed out the lack of information from <br />the applicant throughout the process, and the different <br />information that has been shared tonight. Drabik <br />suggested that when this matter reaches the Council, <br />that a member of the Planning Commission be present at <br />the meeting. Drabik was concerned that the information <br />conveyed by McBride to the Council was not conveyed <br />exactly as it occurred at the Commission meeting. <br />Drabik stated that right now the only basis for the <br />variance was economic, and she cannot support it. <br />Pedersen stated that his inclination was to deny the <br />variance and make a recommendation on the long -term use <br />of the area. Pedersen stated that he was not sure what <br />could be done with the area other than use it for park <br />land. <br />Herkenhoff pointed out that the area is now generating <br />property taxes, and asked how much money the City would <br />lose if the property becomes vacant in the future. <br />Pedersen suggested that the 50% figure was put into the <br />ordinance to trigger transition of areas exactly like <br />this one. Pedersen felt that long -term planning was <br />needed for the area, and once that is done the property <br />owners put on notice of what those plans are. <br />McBride felt that property owners should be allowed to <br />upgrade their properties. If the long -term plans for <br />the area are something other than residential, McBride <br />felt that the entire area should be addressed at the <br />same time. <br />Pedersen pointed out that the City is not suggesting to <br />change the rules, and that the 50% provision was put <br />into the ordinance for specifically this purpose. <br />McBride suggested that another alternative would be for <br />him to have the property reappraised, and suggested <br />that he would then do everything he could to work <br />within the 50% rule. McBride stated that after the <br />last Planning Commission meeting, he thought that he <br />was doing everything that was asked of him. <br />Page 8 <br />
