5. In considering the applications for the placement of <br />essential services, as regulated by this subdivision, the <br />City Council shall consider the advice and recommendations <br />of the Planning Commission and the effect of the proposed <br />project upon the health, safety, and general welfare of the <br />City, existing and anticipated; and the effect of the <br />proposed project upon the Comprehensive Plan. <br />The Planning Commission is to make a finding as to the project's <br />compliance with the Comprehensive Plan. In our review, the <br />Comprehensive Plan has little to say to this specific subject, <br />with the exception of general references to the protection of <br />public health, safety, and welfare. We believe that this project <br />is definitely in the interests of improving public safety.
