Steven G. Thomas, Senior Vice President & Chief Oneratina Officer <br />Mr. Thomas manages Westminster's internal operations and will develop <br />the capacity to implement the corporation's ambitious plan to acquire <br />and manage an additional 2,450 low- income rental units and assist <br />10,000 more residents over the next five years. <br />A graduate of the University of Notre Dame (B.A., Government) and Duke <br />University (M.A., Public Policy Sciences), Mr. Thomas joined <br />Westminster after spending the Spring of 1990 at Duke University where <br />he taught several public policy courses. His previous experience <br />includes a variety of positions with the New York City government. <br />Most recently, Mr. Thomas served as Assistant Commissioner for <br />Planning and Health Affairs with the city's Department of Corrections. <br />In addition, Mr. Thomas served as Director of the Family Emergency <br />Assistance Program where he managed the city's emergency housing and <br />financial assistance programs for homeless families and as Program <br />Analyst for New York's Office of Management and Budget. Before his <br />work in New York City, Mr. Thomas was the Executive Assistant for the <br />DePaul Alcoholism Treatment Center in Portland, Oregon. <br />Page 3 <br />
