515 Little Canada Road, Little Canada, MN 55117 -1600
(612) 484 -2177 / FAX: (612) 484 -4538
MEMORANDUM
TO: Mayor and City Council
FROM: John Palacio
DATE: August 22, 1991
RE: 2558 Rice Street
MAYOR
Raymond G. Hanson
COUNCIL
Beverly Scalze
Bill Blesener
Rick Collova
Jim LaValle
ADMINISTRATOR
Joel R. Hanson
We have not received a response to our correspondence with Ms. Andre
McNeill and also conversations with Ron Hagle, a relative of the
family, regarding the structures at 2558 Rice Street, dating back to
June 18, 1990. Initially several complaints were issued regarding
this property and Ron Hagle was to start a general cleanup process.
On November 19, 1990 a letter was sent to Ms. McNeill at 165th
Street, Hugo, Minnesota which included sections of the zoning code.
She did not respond. Other attempts were made to reach Ms. McNeill
at 5261 - 165th Street, Hugo, Minnesota in regards to the structure.
Also correspondence from Steve and Sue Carrigan, realtors for Barnett
Realty, revealed that the two parcels in question showed Ms.
McNeill's address to be 521 llth Ave. S. E., Forest Lake, Minnesota.
Letters were sent to that address.
In the Council minutes,of January, 23, 1991 regarding the hazardous
building at 2558 Rice Street it was decided that a letter would be
the initial step that should be taken. A letter was sent to Ms.
Andre McNeill on January 24, 1991 stating that they had failed to
resolve the issues regarding this matter. On March 6, 1991 a letter
was sent to Ms. Andre McNeill stating that the only correspondence
received was from Mr. Don Hagle. He was asked for a letter of intent
in regards to the removal of the building. An authorization to raze
the building was included with the letter to be signed by all parties
involved with this property. No response has been received.
In May of this year Ron Hagle called and stated that a cleanup
project would begin by sealing the well located on this property. To
date no reports have been submitted to the City in regards to this
action, and no work or cleanup has been started on this property.
The correspondence dated July 29, 1991 was regarding the statement
from Mr. Hagle that the building would be demolished within the next
two weeks. It was also mentioned that legal action would be taken to
resolve this matter. I have contacted Doug Maslow from Tom
Sweeney's office in regards to this issue. I am recommending action
through City Council and through legal action to resolve this matter.
JP:bj
Paj 28
