MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 14, 1991 <br />Garske recommended denial of the appeal of Council <br />denial of request for Conditional Use Permit to allow <br />the improvement of a non - conforming single - family <br />structure to bring the structure up to minimum <br />standards, and a Variance to the Code to allow <br />improvements to the property in excess of 50% of the <br />fair market value of the non - conforming structure at 34 <br />Little Canada Road since the application is <br />inconsistent with the City's Comprehensive Land Use <br />Plan for the area, and based on the fact that there <br />have been no new facts presented in this matter. <br />Motion seconded by Keis. <br />Motion carried 6 - 0. <br />PARK MASTER The Commission began its review of the proposed Park <br />PLAN Master Plan as presented by the Planning Commission. <br />Gene DeLonais stated that when he asked for a park <br />plan, it was not his intention that this book be put <br />together. DeLonais stated that he was only requesting <br />a map showing City parks and trails. <br />Garske noted that the City currently has one acre of <br />park land for every 90 residents, and this does not <br />include School property or Gervais Lake. Garske <br />questioned whether 50% of the City's residents ever use <br />parks. Garske stated that before additional park land <br />is acquired, some thought should be given to the use <br />that existing parks are getting. <br />The City Planner stated that as he remembers the ideal <br />is to have 11 acres of park land for every 1,000 <br />residents. <br />Keis stated that he understood what Garske was saying, <br />but pointed out that Little Canada should not have less <br />park land than what other cities have. Keis stated <br />that he did not believe you could find a community <br />where parks are used by 100% of its residents. <br />Garske stated that he was not saying that the City get <br />rid of any park property, but rather that he believed <br />the City had enough. <br />Drabik pointed out that the City has included a lot of <br />otherwise unusable land in its park system. Drabik <br />pointed out that a good park system improves the <br />quality of life in a City. Drabik noted that the City <br />did not have the foresight in the past to provide a <br />good park system, therefore, implementation of one now <br />Page 6 <br />
