MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 14, 1991 <br />has cost more money. Drabik stated that when a City <br />has to play catch -up, it is more expensive. <br />DeLonais questioned whether the City can afford its <br />park system given its present financial situation. <br />DeLonais stated that he is not against parks, however, <br />felt the City should devote more attention to improving <br />the existing parks and making them more usable. <br />DeLonais pointed out the issue of maintenance of parks <br />pointing out that other cities have groups or <br />individual citizens that adopt parks and help maintain <br />them. DeLonais was concerned that there is the feeling <br />that there is no end to the money that the City has. <br />Keis pointed out that the way the City's water system <br />was financed has contributed to the high tax situation <br />in the City. Keis noted that a great deal of park <br />development has been funded by sources from outside the <br />City. Keis stated that he favored alternative <br />financing and an adopt -a -park program. <br />DeLonais stated that he was not against the City's <br />parks, but was against additional parks. DeLonais <br />noted that many of the City's parks are not yet <br />completed. <br />Pedersen stated that he did not see where the Park <br />Master Plan proposes many new parks. <br />It was noted that there is reference to a future nature <br />area as well as future linear park development. <br />Keis noted that the City's linear park system is under <br />the NSP powerlines, which is basically unusable <br />property. Therefore, the property might as well be <br />made useful to the public. <br />Garske asked whether maintenance of the park system has <br />been considered. <br />Keis replied that the Park Commission as well as Park <br />and Recreation Department does consider maintenance <br />issues. <br />Garske felt that part of the reason that a full -time <br />Recreation Director is now needed is because of Pioneer <br />Park. Garske stated that when the property was <br />purchased, people indicated that the park would not <br />increase the workload of the Recreation Director. <br />Keis stated that he did not know if the City needs a <br />full -time Recreation Director.
