MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 14, 1991 <br />over the past few years. Keis stated that he was not <br />an advocate of a full -time Recreation Director, and <br />pointed out that there are alternatives that could be <br />considered. <br />Drabik stated that rather than Pioneer Park, she would <br />have rather seen smaller neighborhood parks. <br />Garske again stated that he feels the City has enough <br />park property, and should work on the parks the City <br />has. <br />Keis noted that the Park Master Plan is a <br />recommendation to the City Council. The Council can <br />support the document as submitted, or make changes. <br />Garske stated that he did not oppose parks if the City <br />has new business coming in to support it. <br />DeLonais stated that he was not against parks, but just <br />wanted to see a map detailing the location of parks and <br />trails. <br />Keis noted that the Park Commission did not put the <br />Master Plan together because of DeLonais' request for a <br />map, but rather because it was a document that was <br />needed by the City. <br />The City Planner suggested that in order to make the <br />Plan an effective implementation tool for the Park or <br />Planning Commissions it should be more explicit, <br />identifying improvements in a specific area. For <br />example, rather than just proposing a trail along a <br />roadway, the Plan should spell out the details such as <br />exact location, size, etc. <br />The Planner agreed that it was important to go through <br />the Park Master Plan process, rather than just <br />developing a map. The public needs to know why a park <br />was put in a specific place. <br />DeLonais asked if there was a copy of the Comprehensive <br />Plan with the additions that have been made since it <br />was adopted. <br />The Planner replied that while there have been <br />additions to the Comp Plan over time, the document <br />itself has not be amended to include these additions. <br />Pedersen asked if there should be more coordination <br />between the Park and Planning Commissions. <br />Page 8 <br />
