MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 14, 1991 <br />space. The Planner pointed out that he had suggested <br />another option which would involve designating the area <br />as a PUD and working with the DNR to allow six of the <br />structures to remain since that would meet the density <br />requirements for the area under the Shoreland <br />Ordinance. Under this option, eventually the area <br />would reduce from 9 to 6 units. The Planner noted that <br />at the last meeting the Commission expressed concern <br />that the 6 units that would remain would be irregularly <br />spaced. <br />The Planner noted that the City does not have funding <br />available to buy the three substandard structures. <br />Again, the Planner noted their value has been <br />established at $130,000 by the County. The Planner <br />also pointed out that if the City were to purchase <br />these properties, under State Law the occupants would <br />be entitled to relocation benefits which can amount to <br />$20,000 per property. <br />DeLonais noted that discussion centered on a long -range <br />goal of open space. Keis agreed, stating that he did <br />not remember discussing a recommendation for the City <br />to purchase the property. <br />Drabik noted that an eventual use of the property would <br />be for a detached pathway. <br />The City Planner reported that Ramsey County does not <br />know what their plans are for Little Canada Road. The <br />extent of future improvements is only speculative at <br />this point. The County does not know if additional <br />right -of -way will be needed, and if it is, does not <br />know from which side of the street they would take that <br />right -of -way. The Planner felt that there was a <br />minimum of 66 feet of right -of -way existing for Little <br />Canada Road currently. However, that is not clear <br />since there are title problems in this area that <br />occurred several years ago. The Planner anticipated <br />that at a minimum the street would have a 36 foot <br />width, which would consist of two lanes as well as <br />shoulders and curb and gutter. The Planner indicated <br />that an improvement of this size could be done within a <br />66 -foot right -of -way. The issue is whether or not <br />there will be a 4 -lane improvement along Little Canada <br />Road, and the County has not studied this. <br />Page 2 <br />
