direct this person to actually take over the coordination of the <br />program. Rather, we asked that this person be a "liaison and <br />advisor" to the communities senior organizations and also to <br />oversee the expenditure of City- budgeted senior funding. This <br />contemplates that direct coordination of the senior <br />organization's activities would still take place within the <br />organization or with some type of paid part -time staffing. <br />(Presently we spend $2,400 for the staffing of this position.) <br />This issue needs to be finalized as part of this discussion. <br />*Coordination of the usage of facilities and buildings was <br />another key factor in the proposed job description. <br />Specifically, the committee felt this position should coordinate <br />the utilization of the lower level of the old Fire Station as <br />well as Parks and Rec facilities. It was the consensus of the <br />group that this was necessary in order to make that building <br />available for more public uses; especially when considering the <br />City's financial support of this building. This issue should <br />receive further attention as part of this process as well as <br />part of the overall City facilities usage policy adoption. <br />*The role of the full -time director relative to the maintenance <br />of park and rec facilities was another major consideration. <br />Snow removal, mowing and trimming have been the responsibility <br />of Public Works. It was my recommendation to the committee that <br />virtually all Parks and Rec maintenance activities be put under <br />the Public Works Department to gain maximum utilitization of <br />personnel as well as coordination of equipment. This should <br />also help in day -to -day supervision of personnel. The <br />expectation would be that the Director or Parks and Recreation <br />would prepare a maintenance schedule which would be reviewed <br />with the Public Works Superintendent. The Public Works <br />Superintendent would then ensure that these activities are <br />scheduled for completion in a timely manner. In days when <br />weather restricts certain activities, personnel could be better <br />utilized for Public Works functions and vice versa on other <br />days. The job description has left this somewhat flexible so <br />the optimim manner to handle this can be determined once <br />staffing has been finalized. <br />*Additional information is included on pages 37 through 43 for <br />your review. <br />Bev Scalze will be prepared to discuss this matter in greater detail <br />at Wednesday's meeting. By copy, we are also informing members of <br />the committee as well as other interested parties who attended the <br />initial workshop session as to the status of this issue. Due to the <br />need to address Jim Morelan's plans as well as to finalize the <br />budget, resolution of this matter needs to occur as quickly as <br />possible. <br />Page 24 <br />
