More importantly, given our current budget <br />crunch we may also conclude that some • of those needs have to be <br />deferred. In either case, we should assume that a full -time <br />director can do the job until our city administrator tells us <br />differently. <br />It is much easier to add additional assistance later than it is to <br />eliminate positions once they have been established. For example, <br />.if the new director needed additional assistance for registrations, <br />a part -time employee on a hourly basis could be used to perform <br />such duties. <br />I support the concept of hiring a full -time rec director, provided <br />that we eliminate the remaining•two part-time director positions. <br />This would permit Joel to perform his responsibility as <br />administrator and to assess whether any additional staffing is, <br />needed. It would also permit us to work within our existing budget <br />constraints. In 1991, we budgeted $27,300 for the three part -time <br />'positions. I assume that we would advertise the rec director <br />position and I would be surprised if we did not find qualified <br />candidates within the $25,000- 30,000 range. <br />.
