MINUTES <br />PLANNING COMMISSION <br />OCTOBER 10, 1991 <br />The City Planner guessed that the structure would be <br />razed and the property would go tax - forfeit. The <br />Planner noted that if the Little Canada Road properties <br />are zoned PUD, any potential purchaser asking about <br />zoning will research what the PUD zoning means, and <br />will find out what is going on with this area. <br />Keis asked if the PUD zoning would change the value of <br />the property. <br />The Planner replied that it would not. The <br />Comprehensive Plan would continue to indicate that the <br />property is low- density residential. <br />Pedersen was concerned with properties going <br />tax - forfeit and not being maintained and becoming <br />collecting places for trash. Pedersen felt that if the <br />property becomes open space, then the City should have <br />control over the property. <br />Todd Hagen suggested that if the County widens Little <br />Canada Road, the additional land necessary will come <br />from the north, thereby giving the residential <br />properties more space in front of their homes. <br />Garske felt that the City should take the position that <br />the Little Canada Road properties, for the long -term, <br />should be either open space or residential. Garske <br />felt that the Commission should discuss what the area <br />will look like in the future, and what the City will be <br />happy with. Garske stated that his preference for the <br />long -term would be open space, but did not think this <br />will happen for many years. <br />Keis stated that he would prefer to see the area as <br />open space, and agreed that the lots are too small for <br />residential development. <br />Garske felt that the long -term policy for open space <br />should not effect the property owners with good homes <br />that are properly maintained, and suggested that these <br />homes would remain for many years. <br />Keis asked what would happen with the homes along <br />Little Canada Road that appear to be substandard. <br />Garske asked if the City can inspect homes to determine <br />if they meet Code. <br />The City Planner replied that the City does not have a <br />housing code. <br />Pedersen pointed out two options for the City, either <br />the property is rezoned to park land or PUD allowing a <br />density of 6 residential homes. <br />Page 6 <br />
