MINUTES <br />PLANNING COMMISSION <br />OCTOBER 10, 1991 <br />The City Planner replied that those are the two easiest <br />options, while another would involve the transfer of <br />development rights. The Planner suggested that City <br />might be best served by rezoning the area PUD now so <br />that when the next of the cabins needs rehabilitation, <br />the problem is addressed. The Planner suggested that <br />under the PUD, the City define the long -term use for <br />the area. <br />Pedersen again stated that he did not want to see land <br />that may go tax forfeit under County control where it <br />will not be maintained. Pedersen felt the City should <br />control this property. Pedersen stated that he felt <br />the long -term goal for the area is park land. <br />Drabik asked if the County can encroach further with <br />road right -of -way to the south of Little Canada Road. <br />The City Planner suggested that if additional <br />right -of -way is needed to the south, the County would <br />probably have to buy out the residential properties to <br />the south. However, at this point the actual width and <br />location of Little Canada Road under the proposed <br />improvement is not clear. <br />Drabik suggested that the area be zoned PUD at this <br />time until the future of Little Canada Road is <br />determined. Once the facts are known about Little <br />Canada Road, that might resolve the situation. Drabik <br />asked if the residential properties were rezoned to <br />PUD, if the houses could be rebuilt if they burned <br />down. <br />The City Planner replied that under a PUD zoning that <br />defined a certain number of residential units for the <br />area, there would be more basis to lobby the DNR for a <br />variance to rebuild. <br />Drabik felt that the long -term use of the area should <br />be park land. <br />The City Planner stated that in order to accomplish the <br />goal of seeing this area park land, the City would have <br />to acquire the property at fair market value. <br />DeLonais suggested that rather than park land, the area <br />be designated open space. <br />Keis asked if the City could prevent the sale of the <br />Favis property along Little Canada Road. <br />The City Planner replied that in order to do that, the <br />City would have to condemn the property. <br />Page 7 <br />
