The motivation for the creation of the I -P District centered <br />around two primary issues. These issues were building material <br />quality and control of outdoor storage. There was a great deal <br />of discussion as to the industrial park's visibility from the <br />freeway. This issue led to removal of major auto repair from the <br />list of industrial uses due to auto repair operations in the area <br />existing at the time. <br />If the City believes that the amendment is acceptable, the use <br />may be added as either a permitted or conditional use. In the I- <br />P District, most of the performance standards are established for <br />either category of use and the storage issue is controlled as a <br />separate conditional use permit. With the controls placed as a <br />part of the I -P District, we would not see significant impacts <br />from a land use perspective if auto repair were added to the list <br />of uses, even as a permitted use. <br />However, the City must be aware that by amending the text, the <br />use will be allowed in any part of the district in addition to <br />the site in question. Our primary concern in this regard would <br />be the attraction of certain I -P areas to auto repair facilities <br />which may also wish to attempt to sell cars from their site. For <br />this reason, if the City chooses to add major auto repair to the <br />I -P District, we would recommend it be added as a conditional <br />use, subject to a condition that no auto sales licenses (either <br />wholesale or retail) be issued to the premises. <br />At the City's direction, we will prepare a formal Ordinance <br />amendment. <br />cc: Kathy Glanzer <br />John Palacio <br />Tom Sweeney <br />Darrell Meron <br />2 <br />Page 18 <br />
