Northwest Associated Consultants, Inc. <br />U R B A N P L A N N I N G • D E S I G N • M A R K E T R E S E A R C H <br />PLANNING REPORT <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: 9 September 1991 <br />RE: Little Canada - Text Amendment - Major Auto Repair <br />FILE NO: 758.09 - 91.23 <br />BACKGROUND <br />Quality Asphalt, located on Centerville Road, has applied to <br />amend the text of the Zoning Ordinance relating to major <br />automobile repair. The Quality Asphalt parcel is zoned I -P, <br />Industrial Park, and they have recently rented a portion of their <br />property to an automobile repair operation. Prior to 1985, the <br />site was zoned I -1, Light Industrial, and major auto repair was a <br />permitted use. However, when the I -P District was established in <br />1985, this use was specifically excluded from the allowed uses. <br />The Code Enforcement Official instructed them to discontinue the <br />activity. The property owners have now petitioned the City to <br />add the use to the I -P District. <br />ANALYSIS <br />Under the current Zoning Ordinance, major auto repair is allowed <br />only in the I -1, Light Industrial District. Major auto repair is <br />considered to be general repair and engine service and major <br />collision repair service. This activity has been restricted from <br />the commercial district (where minor auto repair is allowed) due <br />to potential issues with noise, operational characteristics, and <br />other commercial area compatibility concerns. In addition, while <br />the shop may do service trade with the retail customer, it may <br />also do substantial "wholesale" service with other businesses. <br />The I -P District was established for the following purpose: <br />"The purpose of the I -P District is to provide for the <br />establishment of warehousing and limited industrial <br />activities in a "campus" type setting.
