September 25, 1986
TO: MAYOR & COUNCIL
FROM: Bev Scalze
Subject: Recreation Directors' 1987 salaries
As you may recall from budget time a year ago, the council discussed
a raise in salaries for recreation directors. At that time, the
director and two assistants were given a 5% raise, the lowest increase
in our city salaries for 1986. They have not lobbied for salary
increases in the past as other city employees have done.
Since the council in its budget preparation had used the "Twin Cities
Metropolitan Area Salary Survey" to determine salaries for our city
employees, I am proposing that we also use this survey as a guideline
for our recreation directors as well.
For your use I have attached the following copies:
- a copy of the pages of the salary survey which apply,
- a copy of the minutes of our budget meeting of September 11, 1985,
- a copy of a description of 1982 programs of Arden Hills and Prior
Lake.. These are taken from a report I did for the city and are the
only two cities I surveyed which appear in the present salary
survey guide.
The cities I compared in the salary guide were:
population full -time employees and salaries
Shakopee 10,970
Prior Lake 9,200
Arden Hills 9,070
Chanhassen 7,380
East Bethel 7,380
Spring Lake Pk 6,780
Rosemount 6,390
Farmington 4,780
Circle Pines 4,390
extimated
average
annual
expenditure
Program Supv., 1,779; Dir.,28.6 -39.1 $55,198
Director of Park & Rec (figure pending) N/A
Director (figure pending) N/A
Park & Rec Coord,1,896 -2,370 25,596
Park Supervisor, 20.3 20,300
Program Supv.,1,725; Dir, 31.5 52,200
Park Prog.Dir.,1,292- 1,458; Dir.,32.0 -34.0 49,500
Director, 29.6 29,600
Director, 26.5 26,500
Our system, as you know, is headed by a director and two assistants,
all part -time, salaried employees. They, together, work evenings and
weekends during the times when parents, children and their activities
are occuring. These three directors' total salary for 1986 was $15,087
with no hospitalisation, life insurance, vacation or holiday pay.
In 1982, the total directors' salary was $11,671.
Page 9
