Mayor & Council <br />Page 2 <br />In the past six years, we have added to our city staff a full -time <br />building inspector, a full -time office worker, two full -time public <br />works people and a part -time computer consultant. These changes <br />were necessary because of the growth and sophistication of our city <br />government. <br />Likewise, we have added programs to our recreation system as the <br />population has grown and people have demanded extra programs. Since <br />1981 the total participants in boys and combined programs has grown <br />from 517 to 712 in 1986, with a high of 795 in 1984. There were <br />seven programs offered in 1981, 11 in 1984 and 9 in 1986, determined <br />by demand and registrations. In 1982 the total registrants in girls' <br />programs was 187, increasing to 333 in 1986. The total number of <br />programs was two in 1982 and six in 1986. With our proposed additional <br />single family housing, I can foresee even larger numbers with especially <br />large increases in the newer programs such as T -Ball, basketball, soccer <br />and gymnastics. <br />Also, we have more teams participating in leagues of other cities which <br />use uniforms, necessitating ordering, dispensing, collecting, cleaning <br />(if needed), and cataloging of these extra items. Diane Husak has <br />assumed these extra uniform duties, and Jack Fitzgerald previously <br />submitted a part -time voucher (which has been done for a number of <br />years). Now that Jack is a part -time director, I propose these duties <br />be compensated in increased salary, not a voucher item ($400 /yearly). <br />I am proposing an increase, in :the .total directors' salaries of $4,413 <br />to $19,500 which will be a 29.25% increase, and will include the $400 <br />to each assistant director to compensate for uniform coordination which <br />will then become a part of their job description yet to be defined. <br />These three people have performed very well, and if our city were to <br />hire a full -time director at a high salary such as other cities our <br />size, we would still need part -time people to direct the evening and <br />after - school programs. Jim, Jack and Diane have consistently taken <br />time off their regular jobs to perform duties for our program, and I <br />would not like to see such a workable system change. Thus, I believe <br />they should be compensated in salaries comparable to other cities in <br />the salary survey guide at a rate of 29.25% this year, and regular <br />yearly increases until we are in the range of the salary guide. <br />Bev <br />Page 10 <br />
