Directs and coordinates the personnel of the Parks and Recreation <br />Department to assure that the desired level of service is being <br />provided. <br />- Hires, disciplines and directs employees under his /her control in <br />accordance with personnel policies of the City. <br />Plans and directs staff meetings and training opportunities for <br />departmental employees to develop their potential and ability to <br />function in their jobs. <br />Reviews and evaluates the performance of those department employees <br />directly responsible to him /her on a regular basis. <br />Defines and delegates authority and responsibility to appropriate <br />subordinates. <br />Administers applicable union contracts and personnel policies within <br />the department. <br />Encourages a team approach within the department. <br />2. Prepares and submits to the City Manager an Annual Budget for the <br />department with appropriate justifications as needed. <br />- Conduct and organize department business affairs, including such <br />responsibilities as processing injury reports and claims, personnel <br />records, payroll authorization and general business office <br />management. <br />Administrates the purchasing program of the department which includes <br />control of expenditures and recommending fees charged for programs to <br />meet budget projections. <br />Reviews contracts for bidding and purchasing of capital improvement <br />projects and the payment of same. <br />3. Coordinates the planning, development, construction and re- construction <br />of recreation and park facilities. <br />Follows the City Comprehensive Plan for park facilities and updates <br />plan as needed. <br />Develops long -range plans for parks, open space and recreational <br />facilities to assure the maximum utilization of land, buildings and <br />monies set aside for recreational use. <br />Page 29 <br />
