MINUTES <br />PLANNING COMMISSION <br />MARCH 14, 1991 <br />AMENDMENT <br />TO PUD <br />KANDICE II, <br />PUD FOR <br />KANDICE III, <br />SUBDIVISION <br />& PLAN REVIEW <br />applicants equally, and if a variance is granted in <br />this instance, the City would have to grant everyone <br />else a 10 foot front yard setback if requested. <br />Herkenhoff felt that the pipeline easement was the <br />hardship and should be considered. <br />Drabik pointed out that the house could be easily <br />straightened out so that there is no need for a <br />hardship. <br />Keis pointed out that the house will not be visible <br />from the street and the people in front of the house do <br />not object to the variance. <br />Drabik pointed out that there are several long lots in <br />the City, and the City could be faced with many similar <br />requests if this variance is approved. Drabik pointed <br />out that a hardship must be present; a variance should <br />not be approved just because the house will look better <br />or it is more economical. <br />Drabik recommended that the variance for front yard <br />setback requested by Mr. John Brausen for his East <br />Viking Drive property be denied since there is no <br />hardship present to warrant granting a variance. <br />Motion seconded by Bendel. <br />Motion carried 4 - 3. Drabik, Bendel, DeLonais and <br />Garske voting in favor, and Herkenhoff, Keis and <br />Pedersen voting against. <br />Mr. Loren Brueggemann, LEB Development, appeared before <br />the Commission requesting approval of an amendment to <br />the PUD for Kandice Heights II, approval for PUD for <br />Kandice Heights III, including subdivision of property <br />and plan review. <br />Brueggemann reported that Kandice Heights I is <br />currently 100% occupied. Phase III will be a mirror <br />image of the Phase I building. Phase III will be <br />30,750 square feet in size. Brueggemann reported that <br />he is proposing to downsize Phase II from 19,000 square <br />feet to 13,000 square feet and put in more business <br />center uses and increase parking area. The value of <br />the building will be increased, while the size <br />decreased. This is being proposed due to guidelines <br />established by the lenders to get the project financed. <br />There will be additional green area as well. <br />Page 9 <br />
