The City, prior to the granting of an <br />initial or renewed pawnbroker or secondhand goods dealer <br />license, must conduct a preliminary background and <br />financial investigation of the applicant. Any person <br />having a beneficial interest in the license must be <br />investigated. The investigation shall be conducted by the <br />appropriate law enforcement agency and the results reported <br />to the City Council. The law enforcement agency must <br />verify the facts stated in the application, and must report <br />all convicted violations of state law, federal law, or <br />municipal ordinances involving the applicant, interested <br />persons, or the licensed premises while under that <br />applicant's proprietorship. <br />(B) Fee. The fee charged by the City Administrator to an <br />applicant for the costs of investigation is established by <br />the City Council. The applicant will be notified of the <br />investigation fee prior to the City Council's final action <br />on the license application. The investigation fee is <br />payable upon terms established by the City Administrator. <br />817.100. Public Hearincl. A pawnbroker or secondhand goods <br />dealer license will not be issued or renewed without a public <br />hearing. Any person having an interest in or who will be <br />affected by the proposed license will be permitted to testify at <br />the hearing. The public hearing must be preceded by at least <br />ten days published notice specifying the location of the <br />proposed licensed business premises. <br />817.110. Granti.na of License. After review of the license <br />application, investigation report and public hearing, the City <br />Council may grant or refuse the application for a new or renewed <br />pawnbroker or secondhand goods dealer license. A license will <br />not be effective unless the application fee and bond have been <br />filed with the City Administrator's Office. <br />817.120. persons Ineligible for License. A pawnbroker or <br />secondhand goods dealer license will not be issued to: <br />(A) a person not a citizen of the United States or a <br />resident alien; <br />(B) a person under 18 years of age; <br />(C) subject to the provisions of law, a person who within <br />five years of the license application date has been <br />Page 15 <br />
