This proposed ordinance is modeled upon the pawn shop <br />ordinance in effect in Brooklyn Park. As you are aware, <br />Brooklyn Park prosecuted a store owner under this ordinance. <br />The owner then sought a civil injunction against enforcing the <br />ordinance. Eventually, the owner agreed to leave town and <br />dismissed the civil case. <br />You will note that I have left blanks for the license fees <br />in Section 817.20. This is a matter which can best be <br />determined by the City Council. The Brooklyn Park Code provides <br />for annual licensing fees of $250 for secondhand goods dealers, <br />$500 for a multiple sales license, and $600 for a pawnbroker. <br />I understand this on the agenda for Wednesday, March 13, <br />1991.
