Mayor Hanson and Members of the City Council <br />February 8, 1991 <br />Page 3 <br />* Printing and Publishing <br />Due to the lower costs associated with our change <br />in official newspapers to the Roseville Review, I <br />feel we can reduce the budgeted amount by $2,000 <br />and still leave us with some latitude in this <br />category. <br />2,000.00 <br />* Demont Reimbursement <br />Ramsey County had agreed to reimburse the City <br />$5,000 per year from as <br />reimbursement for our acceptance of Demont <br />Avenue. During the budget process, I was <br />initially informed that this reimbursement expired <br />in 1990. However, after additional research we <br />have learned that it expires in 1991. Therefore, <br />this additional revenue was not factored into the <br />budget or offset against a Street Department line <br />item expense. <br />5,000.00 <br />Fire Relief Association Discretionary Levy <br />The City Council has previously committed to <br />providing funds approximately equal to State Aid <br />amounts received for the Fire Relief Association <br />up to a maximum of $20,500. That is the amount <br />budgeted for 1991. Prior to the increase in <br />benefits from $1,600 to $1,800 per year of service <br />credit, this was a total discretionary levy. Due <br />to the increase in benefits to $1,800 per year of <br />service, the majority of this levy will no longer <br />be discretionary, at least for 1991. I do not <br />know the actual amount of discretionary levies <br />still included in this amount. I have asked Bob <br />DeBace to determine this amount and provide it to <br />me prior to Wednesday's meeting. At this point in <br />time, I would estimate that it is between $4,000 <br />and $8,000. Keep in mind that if the Council <br />chooses to reduce the contribution to the Fire <br />Relief Association, it does not affect current <br />benefit levels. It would only slow the rate of <br />growth for increases in fund balances available <br />for future benefit changes.
