Decision was tabled for thirty days until the City could <br />determine if owners were willing to furnish easements for the <br />Costa to Allen right -of -way. No approval was granted for a cross <br />street leading to Vanderbie. <br />November 28 Meeting <br />The City reaffirmed approval of the original preliminary plat and <br />directing the City to initiate a development agreement to condemn <br />land necessary for Costa Lane to join Alien Avenue. The latest <br />version of the plat showing a U- shaped Costa Lane was suggested <br />during discussions at the November 28 meeting. This version has <br />received no formal approvals. <br />ANALYSIS <br />Lots. The plat now consists of 42 lots. All lots meet minimum <br />lot size requirements. <br />Access. As previously mentioned, Costa Lane now forms a U- shaped <br />road, both ends accessing DeSoto Street. This layout eliminates <br />the need to pursue the additional right -of -way for the Costa Lane <br />extension to Allen Avenue. This arrangement will direct all <br />interior lots to use DeSoto Street. Since DeSoto Street is not <br />fully developed, it will be most desirable to have all interior <br />traffic utilize DeSoto. This traffic pattern will produce the <br />least impact on Vanderbie as only 10 new lots will use it for <br />access. This should also satisfy existing residents on Vanderbie <br />since they were opposed to a large increase in traffic. <br />DeSoto Street will still be required to be widened to met the 50 <br />foot right -of -way requirement. In order to provide adequate <br />cross - street traffic flow for the new 34 lots, DeSoto Street must <br />be fully improved from Allen Avenue to LaBore Road. This will <br />allow car traffic to utilize either of these cross streets, along <br />with DeSoto to provide traffic flow through the area. <br />Improving DeSoto to LaBore must become a condition for approval <br />of the plat. Who is to be responsible for this particular <br />improvement should be determined prior to final plat approval. <br />The acquisition of the 17 feet of additional right -of -way must <br />still be addressed prior to final plat approval. <br />2 <br />Page 16 <br />
