MINUTES <br />PLANNING COMMISSION <br />JANUARY 10, <br />PRELIMINARY <br />PLAT - COSTA <br />ESTATES <br />1991 <br />Mr. Bob DeBace appeared before the Commission and <br />requested approval of a revised preliminary plat for <br />Costa Estates. DeBace described the revised plat, <br />pointing out that the change from that previously <br />considered is that Costa Lane horseshoes onto DeSoto. <br />DeBace reported that the plat consists of 42 lots, all <br />of which meet City Code requirements and no variances <br />are being requested. DeBace pointed out that the plat <br />is totally on land owned by the Costa Family. <br />DeBace pointed out that the previous plat involved <br />Costa Lane going north to Allen Avenue. However, this <br />plat has been abandoned due to the costs and time <br />involved with condemnation and legal work necessary in <br />order to obtain the road right -of -way easements to the <br />north. <br />DeBace reported that the City Attorney is in the <br />process of drawing up a development agreement that the <br />Costa Family will enter into with the City for this <br />development. <br />DeLonais pointed out the recommendation of the Park <br />Commission for walkways in the plat to access Pioneer <br />Park. DeLonais asked if the walkways are shown on the <br />plat. <br />Mr. DeBace replied that the plat does not show <br />walkways, and the approval of the last preliminary plat <br />submitted to the City did not require the walkways. <br />The City Planner reported that the Park Commission has <br />restated their desire to see walkways in the plat and <br />has asked that the City Council reconsider this issue. <br />DeBace reported that the property owner opposes the <br />walkways. DeBace expressed concern that the Council <br />recently discussed the issue of walkways within the <br />plat even though it was not on the Council's meeting <br />agenda. <br />Drabik stated that she was in favor of requiring <br />walkways within the plat. <br />DeLonais stated that he has been considering this issue <br />and would not want a walkway adjacent to his property. <br />Page 2 <br />
