MINUTES <br />CITY COUNCIL <br />JULY 24, 2013 <br />RESOLUTION NO. 2013 -7 -135 — EXTENDING THE TERM OF THE <br />CABLE TELEVISION FRANCHISE ORDINANCE AND <br />AGREEMENT HELD BY COMCAST OF MINNESOTA, INC. AS <br />RECOMMENDED BY THE NORTH SUBURBAN <br />COMMUNICATIONS COMMISSION AND AUTHORIZING THE <br />MAYOR AND CITY ADMINISTRATOR TO EXECUTE ON BEHALF <br />OF THE CITY <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />DEER The City Administrator reviewed an updated Deer Management Plan for <br />CONTROL 2013. He pointed out that the City undertook a deer management program <br />PLAN as the result of resident complaints regarding the increase in deer <br />population. The program started in 2010. The Administrator noted that an <br />aerial survey conducted by Ramsey County Parks & Recreation in 2011 <br />counted 109 deer within City limits. The count for 2013 was 50 deer. The <br />Administrator reported that based upon research conducted by City staff, <br />biologists indicate a square mile of land in a "natural area" can support 20 <br />deer. Little Canada is 4 square miles in size, but factoring out developed <br />land, roadways, and lake areas, it is reasonable to assume that Little <br />Canada has less than one square mile of "natural area ". The Administrator <br />indicated that, as a result, a population of 20 deer or less would be <br />considered sustainable. <br />The Administrator reported that the Deer Management Plan proposes <br />urban bowhunting through the Metro Bowhunters Resource Base (MBRB) <br />for the same areas as previously, except that the area of the Gervais <br />Woods and Pinetree Pond developments will not be hunted given their <br />recent development. He noted that areas in Maplewood and Ramsey <br />County sites will also be included. The Administrator further indicated <br />that the Sculley Family would like to again hunt their property on the <br />same basis as previously. The Administrator stated that he is assuming <br />that the Frank Frattalone will want to hunt his site. <br />Keis noted that one of the management objectives in the plan is to <br />maintain an overall deer population of approximately 10 deer per square <br />mile or 40 deer. He noted that the City is getting close to that number and <br />asked if a limit would be put on the bowhunters. The Administrator did <br />not feel it would be necessary to put a limit on the bowhunters; noting that <br />the program appears to be somewhat self - Limiting. He reviewed the drop <br />off in number of deer taken after the first hunt of a season. The <br />10 <br />
