MINUTES <br />CITY COUNCIL <br />JULY 24, 2013 <br />EXTENSION <br />OF CABLE TV <br />FRANCHISE <br />ORDINANCE <br />& AGREEMENT <br />WITH <br />COMCAST <br />*APPROVING THE RIDER TO ST. PAUL WATER AGREEMENT <br />FOR THE SPRUCE STREET PROJECT AND AUTHORIZING THE <br />MAYOR AND CITY ADMINISTRATOR TO EXECUTE ON BEHALF <br />OF THE CITY; <br />*ACCEPTING EASEMENTS FOR THE LITTLE CANADA ROAD <br />IMPROVEMENT AS RECOMMENDED BY THE CITY ENGINEER <br />AND AUTHORIZING THE MAYOR AND CITY ADMINISTRATOR <br />TO EXECUTE ON BEHALF OF THE CITY; <br />*APPROVING THE AMENDMENT TO PERSONNEL POLICY <br />RELATIVE TO THE SUNSHINE FUND <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />Montour reported that the Franchise Renewal Committee of the North <br />Suburban Communications Commission (NSCC) is recommending an <br />extension of the current cable franchises with Comcast. The Committee <br />has been working on the franchise renewal for some time, but the process <br />is very detailed and extensive. The Committee asked Comcast for a six - <br />month extension, and Comcast is proposing an extension to November 22, <br />2014, the same date that the Roseville franchise expires. <br />Blesener noted that it appears the Commission is going to a Request for <br />Services (RFP) for cable service. Montour replied that that was correct. <br />He indicated that the Renewal Committee will be finalizing the RFP on <br />August 151. Montour noted the estimated formal renewal timeline and that <br />Comcast has requested 90 to 120 days to respond to the RFP. Montour <br />pointed out that Comcast is in the renewal process on a number of cable <br />franchises in Minnesota. Blesener asked if each contract is considerably <br />different. Montour replied that they are, but noted that NSCC's is one of <br />the best. Montour discussed the issue of Public- Education - Government <br />(PED) access fees which support the City's cable programming as well as <br />that of the school districts and public access. He indicated that as the <br />City's Cable TV representative, he will work hard to retain PEG fees at <br />current levels while striving to retain the high- quality programming <br />services that are supported by these fees. <br />Boss introduced the following resolution and moved its adoption: <br />9 <br />
