ANALYSIS OF THE PROPOSED DESIGN BASED ON GENERAL ASSUMPTIONS <br />1. Comparisons of revenue and expenditures of the consolidated <br />service delivery model will be made to the existing proposed <br />(preconsolidated) budgets. <br />Discussion: The total budgets, estimated revenues, funds from <br />local tax levies and impacts to taxpayers are summarized in the <br />attached document titled "Tax Levy Effect Summary" prepared by the <br />Ramsey County Budgeting and Accounting Division and the Taxation <br />and Records Administration Department. In several instances the City's Public Health <br />Division provides some services to suburban Ramsey County <br />residents, and the County Public Health Department provides some <br />services to City residents. Therefore, consolidation of the two <br />departments would not eliminate programs or services. <br />A merged public health department would probably have some <br />duplication in administrative functions. The Public Health Staff <br />Subgroup have identified tqe following duplicated administrative <br />positions and cost savings associated with eliminating <br />duplication of these administrative positions: <br />o two department /division directors, <br />o two environmental health division directors, <br />o two health administration managers. <br />1.The budget data for St. Paul excludes the Public Health Division's <br />Housing functions. <br />2.Levy figures include an allowance for uncollectables of $87,503 for <br />the city of St. Paul and $43,615 for Ramsey County <br />3.Cost savings are estimated "using the average of top rates of pay <br />ranges" as stated in general assumption number 4. <br />4 <br />Page 23 <br />
