Full implementation shall take three years (to be in place by <br />12/31/95) so full impacts are realized by taxpayers in 1996. <br />Discussion: The time needed to resolve various issues, including <br />personnel related issues, will vary. If personnel and other <br />issues can be resolved, the proposed design for merger of the City <br />and County Public Health functions could be implemented well <br />within a three year time period. <br />3. The new (consolidated) service delivery system budget (base year <br />1992) shall be increased by the Consumer Price Index for 1993, <br />1994, and 1995. The consolidated budget, as adjusted by the CIP, <br />would be the ceiling for expenditures expected with full <br />consolidation and would be the basis for realising future savings. <br />Discussion: The Consumer Price Index for 1989 was 124, for 1990 <br />it was 130.64 and an 11 month average for 1991 was 136. These <br />rates equate to a 4 to 5 percent inflation rate.
