Northwest Associated Consultants, Inc. <br />U R B A N P L A N N I N G • D E S I G N • M A R K E T R E S E A R C H <br />PLANNING REPORT <br />TO: Little Canada Planning Commission <br />FROM: Allan Hunting /Stephen Grittman <br />DATE: 5 December 1991 <br />RE: Little Canada - Autoworks CUP <br />FILE NO: 758.09 - 91.28 <br />BACKGROUND <br />Mr. Gary Smith is applying for a conditional use permit to <br />operate an auto repair -minor operation known as Autoworks Parts <br />and Service, Inc. in a vacant gas station building located at the <br />corner of Rice and Little Canada Road. The subject site is zoned <br />B -3, General Business District. Auto repair -minor is allowed as <br />a CUP within the B -3 zone. <br />Apparently Mr. Smith is already operating his repair shop in <br />violation of the Zoning Ordinance. The violation was identified <br />when Mr. Smith applied for a business license and sign permit. <br />ANALYSIS <br />The subject site does not conform to current design standards <br />with respect to number of access points to the site and <br />perimeter curbing around the parking area. As part of the CUP <br />process, the site will be reviewed for compliance with the above <br />noted items as well as others specified in the ordinance. Since <br />Mr. Smith already occupies the building, this report will look at <br />the design deficiencies of the site and determine how much <br />compliance with the ordinance is necessary for Mr. Smith to be <br />issued his CUP and allowed occupancy of the building. <br />The report will look at the pros and cons in requiring <br />improvements and if the City should hold issuance of CUP until <br />improvements are made to the site. <br />5775 Wayzata Blvd. • Suite 555 • St. Louis Park, MN 55416 (612) 595- 9636•Fax. 595 -9837 <br />Page 3 <br />
