Earl Berglund <br />425 Labore Rd. <br />Little Canada, MN. 55117 <br />490 -5406 <br />January 8, 1992 <br />Mayor and City Council Members <br />City of Little Canada, MN. <br />I write this not as a parent, nor as a participant in your <br />recreation programs, but from a position of experience that has <br />shown what the political /financial decision can and has done to <br />youth in areas where the parochial view is given to outside <br />interests to administer. <br />The monetary aspects of an on -going in- community youth and <br />recreation program is very minimal when the complete picture is <br />viewed: "Sorry," does not give back what is taken from the youth <br />that are told it's best for them. By looking only at the initial <br />cost of start up, or the projected loss /savings, you may totally <br />over -look the cost - over - rides, or worse yet, the total disregard <br />to your portion of the contractors total program due to buget. <br />Those are facts that can be shown on a balance sheet. The real <br />danger is what it does to a child: this may, or may not, show up <br />on a report someday; afterall, some people handle rejection <br />better than others. <br />In truth, I don't feel there is any paper that can show the <br />impact it could have on an individual. Just about everyone wants <br />to belong somewhere - to something. Henry David Thoreau, says it <br />very well in his journal Walden: "What a man thinhis ob himoelb that it v1 <br />which dekewzia of latheA. indicated, hip date." Do you honestly believe <br />Little Canada youth will get the same recognition as the <br />Roseville youth? <br />The honest (unfortunate) truth in any program of this type <br />is they're parochial. There is no abuse to the child physically, <br />but unless they - your children - are able to exhibit some very <br />tremendous skill levels they will not be on the A -Team. I fully <br />understand this sounds trite and possibly foolish, but it is also <br />a factual statement. Please, for the sake of your community <br />consider only a full -time in -house director /administer for your <br />recreation programs. Be parochial, be proud: <br />Vote Little Canada... <br />
