MINUTES <br />PLANNING COMMISSION <br />MARCH 12, 1992 <br />adequate parking at the full development stage. <br />The City Planner reported that there is an agreement <br />for off -site shared parking, therefore, there would be <br />adequate parking under the proposal. However, the <br />Planner stated that he wanted to make sure that outdoor <br />parking does not become a storage area for cars that <br />are to be worked on. <br />DeLonais suggested that the application be tabled <br />pending Mr. Smith's appearance at the meeting. <br />The City Planner pointed out that Mr. Smith opened his <br />business without a permit, and the Commission has spent <br />the last several meetings trying to get the Conditional <br />Use Permit application processed. The Planner informed <br />the Commission that it is staff's feeling that Mr. <br />Smith should be informed that the matter needs to be <br />resolved by the next meeting. <br />Pedersen asked about Mr. Smith's expectations for <br />timing of the proposed phases. <br />Garske felt that phases one and two were basic <br />improvements which should be done immediately. Garske <br />suggested that Smith's delay in proceeding with any <br />property improvements are due to his waiting to see if <br />his application will be approved. <br />The City Planner was concerned that should the proposal <br />be approved, and with the delays already experienced, <br />the property owner may delay the basic site <br />improvements. <br />DeLonais agreed that some definite time limits needed <br />to be established. If the property owner does not <br />adhere to these limits, then the license should be <br />pulled. <br />Herkenhoff recommended that action on the Gary Smith <br />application for Conditional Use Permit to conduct an <br />auto repair business in a B -3 Zoning District, 2822 <br />Rice Street, be tabled until the next Commission <br />meeting. <br />Motion seconded by Pedersen. <br />Motion carried 7 - 0. <br />Page 2 <br />
