Mayor & City Council <br />March 20, 1992 <br />Page 2 <br />In trying to establish new precinct boundaries, we <br />considered the following factors: <br />* Voting age population of the new precinct. <br />* Easily identifiable and understood lines of <br />demarkation. (The freeway and Little Canada Road <br />seem the best.) <br />* Availability of polling places which are <br />accessible to the handicapped. <br />In considering these factors, we feel there is only one <br />practical alternative. That would be to combine the area <br />south of Little Canada Road on the east side of the freeway <br />with the area north of Little Canada Road on the west side <br />of the freeway as the new Precinct No. 3. The polling <br />place would be Little Canada City Center. That would leave <br />the area north of Little Canada Road and east of the <br />freeway including the Twin Lake area as Precinct No. 2 <br />which could vote at Little Canada Elementary School. The <br />area west of I35 and south of Little Canada Road would <br />continue to vote at Roseville Area Middle School as <br />Precinct No. 1 (see Map 4). With these precincts, the <br />population over 18 years of age would be as follows: <br />Precinct 1 - 2,911 <br />Precinct 2 - 2,207 <br />Precinct 3 - 1,840 <br />As you can see, this precinct format best meets the <br />objectives previously discussed. I have discussed this <br />with Ramsey County Elections and with the Secretary of <br />State's office. Both felt this system would be acceptable <br />as long as the voters can be reasonably expected to know <br />where to vote. We are also having the City Attorney review <br />this to ensure that this precinct boundary system meets <br />State requirements. <br />Map 5 shows another precinct alignment which we do not feel <br />is practical in that it creates too great a population for <br />one precinct to effectively manage. It retains only two <br />precincts and combines the southeastern quadrant of the <br />City with our present Precinct 1. <br />If you approve the three precinct format, we will need to <br />authorize the purchase of an additional voting machine and <br />some voting booths in order to serve the third precinct. <br />(Cost of machine equals $6,865 and the voting booths are <br />$175 each.
