MINUTES <br />CITY COUNCIL <br />NOVEMBER 27, 1991 <br />ANNOUNCE- <br />MENTS <br />COMP PLAN <br />LITTLE <br />CANADA ROAD <br />AREA <br />RESOLUTION NO. 91 -11 -396 - APPROVING THE MINUTES OF THE <br />NOVEMBER 13, 1991 REGULAR COUNCIL MEETING AS CORRECTED <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Blesener, LaValle, Scalze, Hanson, Collova. <br />Nays (0). <br />Resolution declared adopted. <br />The Mayor congratulated Jim Morelan on his recent <br />award for outstanding service to youth presented by <br />Northwest Youth and Family Services. <br />The Mayor also wished all Little Canada residents a <br />Happy Thanksgiving. <br />The Mayor noted that the Planning Commission has <br />recommended that the Comprehensive Land Use Plan be <br />amended to show the south side of the Little Canada <br />Road area along Round Lake as open space. It was noted <br />that a public hearing will be necessary in order to <br />make an amendment to the Comprehensive Land Use Plan. <br />The City Planner reported that the Planning Commission <br />has looked at this issue as a result of the application <br />for Variance and Conditional Use Permit to allow <br />improvements to 34 Little Canada Road in excess of 50% <br />of the fair market value of the property. The Planner <br />pointed out that the Planning Commission has denied <br />this application based on their recommendation for <br />amending the Comprehensive Land Use Plan for the area. <br />The Planner suggested that if in reviewing the Variance <br />and CUP applications, the Council wishes to base its <br />decision on future land use of the area being open <br />space, then action on the Variance and CUP should be <br />tabled until the Comp Plan is amended. If the Council <br />has other issues it is considering in relationship to <br />the appeal of denial of Variance and CUP application, <br />then action should proceed with that application. <br />Council discussed the Planning Commission's <br />recommendation, and consensus was that a public hearing <br />to consider amending the Comprehensive Land Use Plan <br />should be held at the second meeting in February. <br />Page 2 <br />Page 3 <br />
