MINUTES <br />PLANNING COMMISSION <br />MAY 14, 1992 <br />Herkenhoff asked if it was the property owner's intent <br />to have customers walking around and browsing. <br />Luciano reported that once he repairs a car, he would <br />take it home to sell it. Luciano reported that he <br />needs a signature on the State license form indicating <br />that he has the proper zoning for a retail sales <br />business. Luciano reported that his property is well <br />kept, and he had improved the property since he <br />purchased it two years ago. <br />The City Planner agreed that the property was one of <br />the better maintained in the Park. The site is well <br />kept and landscaped, and otherwise conforms to City <br />standards. <br />Garske asked if advertisements for vehicles for sale <br />would include the Ryan Lane address. <br />Luciano replied that an advertisement would include his <br />telephone number and he would give a potential customer <br />directions to his home to view a vehicle for sale. <br />Drabik asked if the City could prohibit on -site sales. <br />The Planner replied that this could not be prohibited, <br />but other restrictions could be imposed such as no <br />front yard displays, with all vehicles contained in the <br />storage area in the back of the building. The Planner <br />pointed out that with the proper restrictions, the <br />property would not look like a used car sales lot, <br />therefore, customers would not be attracted to it in <br />the typical retail fashion. The Planner pointed out <br />that any future owner would be subject to the <br />conditions imposed on Mr. Luciano. <br />Drabik suggested that Mr. Luciano's neighbors at his <br />home might object to his selling vehicles, forcing him <br />to sell from his business. <br />The City Planner replied that there would be nothing to <br />prevent sales from the business once the permit is <br />approved. The main thing is to keep sales from <br />occurring all over the property, and keep the property <br />from attracting retail customers. <br />Carson recommended approval of the Conditional Use <br />Permit for auto sales business at 3168 Ryan Lane as <br />requested by Mr. Roberto Luciano subject to there being <br />no retail sales signs, no storage of vehicles in the <br />front of the building, with storage limited to the <br />fenced -in area behind the building, and subject to <br />compliance with the recommendations of the City Planner <br />as contained in his report dated May 11, 1992. <br />Page 3 <br />
