MINUTES <br />PLANNING COMMISSION <br />JULY 9, 1992 <br />Mr. Gene Leo reported that last year there were <br />discussions about a berm between the industrial <br />property and residential. <br />Mr. Joe Fasciana reported that he is working with <br />Heritage on the issue of access. Fasciana reported <br />that he advised Heritage to hold a neighborhood meeting <br />to discuss the project. Fasciana thought that approval <br />last year included a condition that lots be staggered <br />to provide more screening. <br />The City Planner agreed that staggering of houses was <br />discussed, but it was not made a condition of <br />approval. The City Planner felt that staggering of <br />houses would not help. <br />Mary Ann O'Kane reported that the neighbors in the area <br />have come to meeting after meeting on the development <br />of this property. O'Kane reported that the neighbors <br />are here and she is angry that the gentleman from <br />Heritage Development handling this proposal is not <br />present. O'Kane reported that the neighbors' time is <br />just as valuable as the developer's. O'Kane pointed <br />out that a complete plan has not been submitted, the <br />developer was told to hold a neighborhood meeting and <br />did not. <br />Mrs. Fasciana asked if the developer could start <br />building immediately once the plat was approved. <br />The City Planner replied that if the plat is approved <br />and all conditions are met, development could begin <br />once the plat is approved and recorded. <br />Drabik suggested that the matter be tabled pending <br />receipt of final plans. <br />Postma pointed out that Heritage is purchasing the <br />property from the bank that took it over as part of a <br />bankruptcy action. Postma reported that initially <br />Heritage tried to work with the previous owner on a <br />joint project, but this did not work out. <br />Postma reported that two items were identified by City <br />staff as issued that needed to be resolved as part of <br />the preliminary and final plat process for Yorkton <br />Ridge West. These are that Lot 13, Block 2 was too <br />small and must be adjusted to meet minimum standards. <br />This is being done. The second involved the routing of <br />drainage on the back of the north lots. Run -off will <br />be directed in either a swale or storm sewer to the <br />pond. Postma also reported that Heritage had planned <br />to have a meeting with the property owners prior to the <br />July 22nd City Council meeting. <br />Page 7 <br />
