MINUTES <br />PLANNING COMMISSION <br />JULY 9, 1992 <br />The City Planner replied that the City's ordinance <br />requires screening of industrial development from <br />residential, but does not require residential <br />development to screen from industrial. <br />Keis noted that the residences on the south will be <br />screened by those on the north. For the residences on <br />the north it will be a buyer beware situation. <br />Mrs. Sarne, property owner in the area, reported that <br />she was not opposed to the development of the area, but <br />wanted to ensure that it was a quality development. <br />Sarne expressed concern with the present condition of <br />the property. <br />Gary Postma, representing Heritage Development, noted <br />that he is here this evening representing Kevin Von <br />Reidl, who is handling this proposal but is <br />out -of -town. Postma reported that the previous <br />property owner removed and sold the sand that was in <br />this area. <br />Mary Ann O'Kane noted that there is still dirt being <br />moved around in that area. <br />Donna Johnson, resident of the area, reported that a <br />year ago this development proposal died when the <br />property owners started talking buffer with Jack Welsh, <br />the previous developer. Johnson noted that the <br />proposal was to develop the area with $90,000 to <br />$95,000 homes. The people in the area were concerned <br />that the homes would not sell because of the lights and <br />noise from the adjacent industrial park. Johnson <br />reported that almost a year ago Heritage Development <br />contacted the neighbors and reported that they would be <br />taking over the development. However, nothing <br />happened, and Johnson felt that Heritage had adequate <br />time to contact the neighbors to discuss the problem. <br />Johnson stated that she did not object to the <br />development of the area, but wanted to make sure that <br />it was done correctly. Johnson felt that the property <br />owners had a right to know exactly what the project is <br />going to look like. Johnson reported that the <br />developer has had no neighborhood meeting to discuss <br />his project. <br />The audience was informed that the City Council <br />recommended to the developer that he hold a <br />neighborhood meeting. <br />Mrs. Carrier, resident in the area, was concerned about <br />the amount of meetings that the neighbors have had to <br />come to on this land. <br />Page 6 <br />
