IrNA Northwest Associated Consultants, Inc. <br />C U R B A N P L A N N I N G • D E S I G N • M A R K E T R E S E A R C H <br />PLANNING REPORT <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: 2 July 1992 <br />RE: Little Canada - Yorkton Ridge West <br />FILE NO: 758.09 - 92.16 <br />BACKGROUND <br />Yorkton Ridge West, a single family plat of 27 lots south of the <br />Yorkton Industrial Park, is being pursued by a new developer, <br />Heritage Development of Little Canada. This preliminary plat was <br />approved by the City Council last year, but was never final <br />platted. As a result, the approvals given have expired and the <br />plat must be re- submitted. Heritage is pursuing the same layout as <br />the previous developer, and would like both preliminary and final <br />plat approval simultaneously. This process is allowable under the <br />City's Subdivision Ordinance. <br />ANALYSIS <br />The approval given last year was conditioned upon the street <br />terminating in a cul -de -sac with a cash escrow for future <br />connection to the north if it was later determined to be necessary. <br />Also of concern was access to the plat over the Fasciana property <br />from Jackson Street. The developer has indicated that these <br />conditions are being met. Other concerns included park land <br />dedication for access to the water works trail on the east, and <br />grading and drainage plans. The Park Commission should review the <br />park dedication and fee requirements for the proposal. With regard <br />to grading and drainage, a concern had previously been raised as to <br />the destination of the stormwater runoff to the north.
