MINUTES <br />CITY COUNCIL <br />MARCH 11, 1992 <br />Scalze questioned the extra width for Ryan Lane in <br />order to provide on- street parking. <br />The City Engineer stated that if there is going to be <br />parking on Ryan Lane, the street should be a minimum of <br />36 feet in width. <br />Scalze pointed out that there is also a lot of parking <br />on Ryan Drive and the Engineer is only proposing a 24- <br />foot width for that street. <br />The Engineer reported that he did not propose <br />additional width for Ryan Drive over what is currently <br />there due to the very poor soil conditions under that <br />street. To widen Ryan Drive would be very costly. <br />Scalze suggested that to keep costs down the property <br />owners could opt for narrow streets and eliminate the <br />on- street parking. Scalze asked if the City had <br />considered no parking on these streets as a safety <br />measure. <br />The City Engineer pointed out that in many cases the <br />property owners have the blacktop for their parking <br />lots right up to the road and are actually parking off <br />the road. The Engineer suggested that it would be <br />ideal to have designed driveway accesses, however, <br />probably not practical in this case. <br />Scalze asked how the ditches along Ryan Drive got <br />filled in. Scalze also asked if a ditch improvement <br />along Ryan Drive would increase the life of the road. <br />The City Engineer replied that he was not sure there <br />was ever a ditch along the north side of Ryan Drive. <br />A property owner asked how long the roads in Ryan <br />Industrial Park have been in existance. <br />The City Engineer estimated 12 years, but believes the <br />roads were overlaid in 1988. <br />Stanke reported that he moved into the area in 1975 and <br />Ryan Drive was blacktopped in 1976. Stanke reported <br />that since that time there have been two overlays to <br />Ryan Drive and one milling. <br />A property owner asked if the roads have received <br />normal maintenance from the City. <br />The Public Works Superintendent replied that there has <br />been a debate as to who is responsible for road <br />maintenance in Ryan Industrial Park.
