MINUTES <br />CITY COUNCIL <br />MARCH 11, 1992 <br />into two improvement areas, pointing out that <br />businesses use both ends of the Park for access. <br />Scalze reported that Ryan Industrial Park is not a high <br />tax base area. Scalze did not believe that the <br />property owners in the Park should expect the rest of <br />the people in the City who life on streets that were <br />constructed to City standards, to share in the cost of <br />improving the streets in Ryan Industrial Park. <br />Jim Birch, property owner in the Park, asked what <br />percentage of tax dollar the City was putting away for <br />road maintenance. Birch did not believe that the Ryan <br />Industrial Park properties receive a fair return on <br />their tax dollars. <br />Scalze pointed out that the Ryan Industrial Park <br />properties have received police and fire protection for <br />their tax dollars. <br />The City Administrator reported that the City does not <br />take tax dollars and assign a certain percentage to <br />different categories. The Administrator also pointed <br />out that the City receives less than 15% of each tax <br />dollar collected, and of that 15 %, the City must pay <br />for police and fire protection as well as <br />administrative services. The Administrator pointed out <br />that minimal street maintenance is required on most <br />City streets. When a City street has to be <br />reconstructed, the City assesses the cost against the <br />benefitting properties. The Administrator pointed out <br />that when Country Drive was reconstructed, the <br />benefitting properties were assessed. Country Drive is <br />a street which has received minimal street maintenance <br />over the years. However, when street maintenance <br />becomes a high priority, then the road needs <br />improvement to offset the need for maintenance. <br />A property owner felt it would be inequitable to assess <br />any Ryan Industrial Park street improvement on a front <br />footage basis, pointing out that there are property <br />owners with very large lots who have a small amount of <br />actual road frontage. It was suggested that an acreage <br />basis may be a better way to divide the costs. <br />The Administrator replied that the per foot basis was <br />used for illustrative purposes and there has been no <br />analysis done as yet on the most equitable way to <br />assess a street improvement project in the Park. <br />One property owner disagreed that Ryan Industrial Park <br />was not a high tax base area, reporting on the amount <br />Page 8 <br />Page 14 <br />
