MINUTES <br />CITY COUNCIL <br />MARCH 11, 1992 <br />road improvement that is decided upon should be <br />assessed. <br />Stanke asked what can be done if the property owners <br />cannot reach an agreement and the road becomes worse. <br />Hanson referred to the City Engineer's comments that <br />the situation would become such that Option C would no <br />longer be feasible since there would be nothing left to <br />patch and overlay. <br />A property owner asked if the City has not accepted the <br />road, who owns it. This property owner asked where his <br />property taxes have gone for the last 12 years. <br />Blesener again pointed out that the City only receives <br />15% of each tax dollar. <br />Frank Frattalone reported that his property was never <br />assessed for road improvement. Frattalone stated that <br />he was not opposed to a road improvement, but wanted <br />the costs to be reasonable. Frattalone stated that if <br />Option B is chosen, he did not want to have a ditch in <br />front of his property, but rather storm sewer. <br />Frattalone pointed out that you cannot build on a lot <br />in Little Canada or any other city without it being <br />served by a City street. Frattalone pointed out that <br />when property owners obtained building permits they <br />assumed they were on a City street. Frattalone felt <br />that the City had some responsibility because it issued <br />building permits. Frattalone suggested that TIF <br />assistance be used to bring down the cost of street <br />improvement to the property owners. Frattalone <br />suggested that the Council try to determine a way to <br />provide some financial assistance to the project. <br />Hanson felt that the City had to provide some <br />assistance. <br />Frattalone felt that this was the first question that <br />needed to be answered, and if there is no City <br />assistance forthcoming, then the property owners may <br />have to look at the situation from a legal standpoint. <br />A property owner asked if the City will accept <br />responsibility for the roads under any of the options <br />proposed. <br />Hanson stated that it was his feeling that the City has <br />a responsibility in this matter. <br />Frattalone asked about the possibility of bringing <br />sewer to his property. <br />Page 11 Page 17 <br />
