However, under the 5 -year option, the <br />City could accept normal maintenance of the road. The <br />Engineer reported that Option B has more benefits since <br />it provides surface drainage and site improvements for <br />the abutting properties. However, the property owners <br />must decide how much of an improvement they want done. <br />Hanson suggested that the property owners obtain copies <br />of the Engineer's report, review it, and then get <br />together and form a consensus. <br />The City Engineer reported that normally an area of <br />this type has a 9 -ton road with an estimated 20 -year <br />life. Such a road would still require normal <br />maintenance such as crack - filling, sealcoating, etc. <br />Unfortunately, this area has never had a real street <br />improvement. There was only a bituminous overlay over <br />the materials that were there. <br />A property owner asked who approved that type of road. <br />Blesener pointed out that regardless of whether the <br />streets in Ryan Industrial Park were City streets, it <br />is City policy to assess road reconstruction. <br />Collova suggested that if an expensive road had been <br />initially improved, the property owners would not have <br />bought the properties because they would have been too <br />expensive. <br />A property owner stated that the City has never done <br />anything for the streets in the past 12 years. The <br />property owner pointed out that the City has collected <br />property taxes from the area, but is saying that the <br />property owners are responsible. <br />Scalze pointed out that this issue has been discussed <br />several times over the years. The problem is that the <br />road was never constructed to standard. <br />Hanson pointed out the Engineer's position that it is <br />not practical to put in a standard 9 -ton road because <br />of the soil corrections that would be necessary. The <br />best that can be done is to come up with an improvement <br />that the City and property owners can live with. <br />A property owner asked if an improvement is made who <br />will maintain the road. <br />Blesener pointed out that the City has indicated that <br />it will do normal maintenance of the road once it is <br />improved.
