MINUTES <br />PLANNING COMMISSION <br />AUGUST 13, <br />CONDITIONAL <br />USE PERMIT <br />RICE STREET <br />BIKE <br />1992 <br />CONDITIONAL <br />USE PERMIT <br />TO MOVE <br />HOUSE ONTO <br />EXISTING <br />LOT - <br />RON TRUSCOTT <br />The City Planner reviewed the site plan submitted by <br />Rice Street Bike in connection with their application <br />for Conditional Use Permit for outdoor sales and <br />displays at their property at 2950 Rice Street. The <br />City Planner recommended approval of the application. <br />Mr. Herkenhoff recommended approval of the Conditional <br />Use Permit for outdoor sales and displays for Rice <br />Street Bike, 2950 Rice Street, based on the <br />recommendations of the City Planner as contained in his <br />report dated August 11, 1992. <br />Motion seconded by Pedersen. <br />Motion carried 7 - 0. <br />Mr. Ron Truscott appeared before the Commission <br />requesting approval of a Conditional Use Permit to <br />move a house onto an existing lot located immediately <br />west of 353 Rose Lane. Truscott reported that the <br />house is currently located in Roseville, and is being <br />moved due to the expansion of the Ramsey County Public <br />Library in Roseville. Truscott reported that the <br />condition of the house is good. A new basement will be <br />constructed on which the house will be placed. There <br />will also be a new garage constructed on the slab which <br />sits on the property. All setbacks will be met and no <br />variances are being requested. Truscott also reported <br />that he plans to clean up the property, and has already <br />hired a contractor to do so. <br />Linda Hoy, resident of the area, asked why the <br />neighbors are being informed about the house being <br />moved in, when they were never informed about a garage <br />that was moved into the area. <br />The City Planner replied that City Codes do not require <br />a Conditional Use Permit for moving a garage. This <br />would only require that the building permit process be <br />followed, which does not require a public hearing. <br />Moving a house into the City does require a Conditional <br />Use Permit, and, therefore, a public hearing. <br />Phyllis Kendig, property owner immediately west of the <br />Truscott property, asked the proposed setback for the <br />house. Kendig pointed out that her house is setback 10 <br />feet from the joint property line. Kendig was also <br />concerned about the large amount of old lumber and <br />debris in the northwest corner of the lot. <br />Truscott pointed out that the garage will be <br />approximately 10 feet from the property line, and the <br />Page 6 <br />
