MINUTES <br />PLANNING COMMISSION <br />AUGUST 13, 1992 <br />was cleaned up. <br />Drabik thought there had been complaints about <br />maintenance of the holding pond, and there had been <br />some discussion about fencing. <br />The City Planner replied that the 1989 action included <br />the requirement for berming on the east and southeast <br />corner of the property, and landscaping along the west <br />side of the proposed trailer parking area. Those <br />requirements have been met by Slumberland. There was <br />discussion about fencing at that time, however, fencing <br />was not required. <br />Garske pointed out that the area is zoned industrial, <br />and asked the neighbors' feelings if the area was <br />cleaned up, and the trailers parked in an orderly <br />fashion. <br />Ms. Costa indicated that she still wants screening. <br />Costa stated that she did not object to the <br />semi - trailers as long as she does not have to look at <br />them. <br />Drabik suggested that some additional trees be added to <br />the screening. <br />The City Planner stated that trees, other than <br />evergreens, will not provide the screening that Ms. <br />Costa wants since they will loose their leaves in the <br />winter. The Planner also did not believe it would be <br />possible to plant evergreens larger than 10 to 12 feet <br />in size. <br />Hyland disagreed, and suggested that it was possible to <br />plant evergreens over 20 feet in size. <br />Garske questioned the reasonableness of requiring <br />Slumberland to spend a very large amount of money for <br />screening for one house. <br />Peter Costa pointed out that the industrial park was <br />not supposed to have any outdoor storage of trailers, <br />and was to have a campus -type setting. <br />The City Planner replied that the City set up the <br />conditional use permit process to address issues such <br />as outdoor semi - trailer parking, and felt it was <br />unreasonable to expect an industrial park to have none <br />of this parking. The Planner did suggest that if the <br />property is becoming a semi - trailer yard, perhaps it <br />would be reasonable to require a fence. <br />Page 4 <br />
