MINUTES <br />PLANNING COMMISSION <br />AUGUST 13, 1992 <br />Hageman reported that he is the contractor, and cannot <br />speak for Slumberland. Hageman felt, however, that <br />Slumberland would be willing to add more trees to the <br />screening. <br />Costa stated that she wanted large trees that will <br />provide immediate screening. <br />The City Planner reported that the Zoning Ordinance <br />sets up screening requirements for <br />commercial /industrial uses adjacent to residential <br />uses. However, the Code does not provide for screening <br />between two industrial properties. The Planner pointed <br />out that the Costa property is zoned Industrial. <br />However, under the Conditional Use Permit process, the <br />City can make additional requirements over what the <br />Code requires. <br />Peter Costa commented that when the property in the <br />area was zoned to Industrial, it was to be a high -class <br />industrial park. Costa did not believe that the <br />addition of semi - trailer parking will add to a <br />high -class industrial area. Costa pointed out that the <br />area was to have been developed in a campus -type <br />setting. Costa suggested that developing the area with <br />metal buildings would have been preferable to <br />semi - trailers. Costa stated that the front of the <br />Slumberland building looks good, however, the south <br />side of the property is in very rough shape. Costa <br />stated that the building is first - class, but the <br />grounds are in terrible condition. Costa suggested <br />that a high -bred poplar tree would provide better <br />screening than evergreens. <br />Herkenhoff stated that he was not in favor of the <br />Slumberland Conditional Use Permit unless adequate <br />screening is required. <br />Hyland suggested a high berm. <br />DeLonais asked if cleaning up the property would be <br />acceptable to the property owners in lieu of a berm. <br />Hyland stated that it would be, but pointed out the <br />damaged semi - trailers that are parked on the property. <br />Herkenhoff stated that he thought the Planning <br />Commission already made a requirement for cleaning up <br />the property. <br />DeLonais believed that action addressed broken concrete <br />that had been dumped on the property prior to <br />construction of the warehouse addition.
