October 5, 1992 <br />Honorable Members of the Council <br />City of Little Canada, MN <br />Re: Additional Bingo Nights at L.C. Bingo Hall <br />Dear Council Members: <br />As you are well aware of, Little Canada Volunteer Fire Dept. is <br />one of the four organizations (Three (3) domiciled in the city <br />and one(1) non - resident organization to the city) which conduct <br />charitable gaming at Little Canada Bingo Hall. <br />Due to the absence of Lake Owasso Home for Children, Inc. who <br />used to conduct charitable gaming one night per week at the <br />Hall, it is our understanding that North Suburban Youth Asso- <br />ciates (NAYA), a Roseville based Civic League, (the only charity <br />not based in the City of Little Canada) applied for an Amended <br />Premises Permit to expand its operation from one night to two <br />nights per week. <br />At the present, Little Canada Charity Plus, Inc. and St. Joseph's <br />Society for Charity Inc. (both organizations are based in our <br />city.) conduct two nights per week of charitable gaming <br />at the Hall, and the Fire Department is the only city based <br />organization operating one night per week. <br />Therefore, we believe the extra night per week, which became <br />available should be allocated <br />to the Fire Dept. for the following reasons: <br />1. The extra night available should be allocated to a City <br />based Charity, not to a non - resident organization for the <br />following reasons: <br />a. Under the city ordinance, Section 815.010, an organi- <br />zation conducting the lawful gambling in the City must have <br />maintained an address within the city for at least three <br />years prior to the application, <br />Although NSYA is exempt from compliance with this section <br />under a quirk of grandfather clause, the spirit <br />and intent of the new ordinance is clear that a City based <br />organization must be treated preferably to the non - resident <br />on all new permits (except the renewal of existing permit). <br />Page 66 <br />
