SUGGESTED RESOLUTION <br />WHEREAS, The 1991 Minnesota Legislature established a Ramsey <br />County Local Government Services Study Commission (RCLGSSC) to <br />"report on the advantages and disadvantages of sharing, <br />cooperating, restructuring, or consolidating..." activities in five <br />areas of public service including: public health, attorney's <br />functions as they relate to criminal law, libraries, public works, <br />and police communications, crime lab and investigative functions; <br />and <br />WHEREAS, The composition of the twenty -five member commission <br />was diverse, including a balance of public and private, and St. <br />Paul and suburban interests; and <br />WHEREAS, The Commission's recommendations concerning public <br />works includes adoption of a plan' for functional consolidation of <br />roadways within Ramsey County; and <br />WHEREAS, The consolidation plan provides for reclassification <br />of roadways and corresponding changes in' jurisdiction including <br />trunk highway turnbacks from the State to Ramsey County and <br />transfer of local and State Aid roadways between the County and <br />municipalities; and <br />WHEREAS, The plan also provides $3.13 million for the <br />improvement of roadways to acceptable levels prior to transferring <br />jurisdiction over roadway segments from Ramsey County to <br />municipalities; and <br />WHEREAS, The plan also provides for establishment of <br />appropriate County State Aid Highway and Municipal State Aid <br />designations; and <br />WHEREAS, The plan causes operations, maintenance, service, and <br />financial impacts to municipalities within Ramsey County; Now, <br />Therefore, Be It <br />* ** Use the foll,owing two RESOLVES: if eligible for MSA funds: <br />RESOLVED, The City of Little Canada requests that the <br />Commissioner of Transportation increase the portion of its <br />municipal roadway system that is eligible for Municipal State Aid <br />(MSA) designation to31.94% to accommodate the additional mileage <br />placed under its jurisdiction as a result of the consolidation <br />plan; and Be It Further <br />RESOLVED, The City requests that the Commissioner of <br />Transportation grant a variance regarding proposed consolidation <br />initiatives which allows removal of roadways from the MSA system <br />without incurring penalties set forth in governing MSA rules. <br />Page 26 <br />
