Little Canada Parks & Recreation Commission
November 17, 1992
Page 2
The number of adult teams playing at the facility will be limited to
the same for 1993 as it was last season:
Wednesday - 8 teams
Thursday - 8 teams
Friday - 8 teams
I do not plan to schedule any tee -ball games at Pioneer unless they
cannot be filled by older youth teams on some Monday and Tuesday
evenings. The same is true of our youngest baseball and softball
teams. Due to the short outfield distances between the four fields
behind Little Canada Elementary School, it is somewhat dangerous to
schedule those fields with older youth teams, and especially
dangerous with adult teams. If older teams need to be scheduled at
these fields, it is only safe to use two fields at one time, at
opposite corners. This leaves two fields unusable, and I do not have
two fields that I can leave idle on most nights.
With the additional proposed parking for approximately 35 cars at
Pioneer Park, I believe our parking problems on week nights will be
very minimal, if they exist at all. The problems that existed at the
beginning of last season were, for the most part, resolved by the end
of the season. Once we educated the players and spectators to the
availability of parking on the east side of the complex, the parking
pressure on the west side lessened considerably. There remains some
question as to the exact area of the additional parking at this time,
as well as the construction schedule and completion date. I expect
that at least all of the existing parking area will remain usable
during the construction and propose that we use the west side of
DeSoto Street during that time if it is needed. I also intend to
speak to the residents on DeSoto Street in regards to their
individual feeling about the parking restrictions on that street. I
have received some indication from the developers of the new
properties that there may be concern by the residents regarding their
inability to park cars on the street in front of their property at
times when they personally wish to do so. Some may think this is too
restrictive when they have family and friends over and their
driveways cannot accommodate the extra vehicles. It is also my
contention that people using the park will park on Desoto Street as a
last resort and fill the parking lots first, due to the fact that the
lots are closer to the ballfields.
The policy regarding weekend tournaments will remain essentially the
same for 1993. Only adult tournaments sponsored by the City and /or
the Little Canada Recreation Association will be allowed, along with
the possibility of some youth tournaments that involve Little Canada
children playing in leagues that are run by our neighboring cities.
I still believe, as I stated in my report to the Park Commission last
June, that a total of approximately 200 on -site parking spots are
Page 23
