MINUTES <br />PLANNING COMMISSION <br />NOVEMBER 12, 1992 <br />that Mr. Gagne has not been successful in even locating <br />Mr. Brueggemann. <br />Keis stated that the decision the Commission must make is <br />if it is willing to change the intent of what has begun <br />in the area. Keis pointed out that if the Precision Tree <br />proposal is approved, the City could be faced with <br />similar proposals, and asked how those could be denied. <br />Garske felt that if this proposal is approved, the <br />Commission should require that any physical improvements <br />to the property must come back to the Commission for <br />review. Garske pointed out that Schmeig wanted to build <br />a structure, and at that time the economic situation was <br />different for the area. Garske felt that if the <br />Precision Tree proposal goes forward and no changes are <br />made in the structures, the investment in the property <br />has not been increased, which might have impeded <br />redevelopment of the area along the lines of <br />Brueggemann's development. <br />The City Planner stated that the Commission can set as a <br />condition of the CUP that any new construction on the <br />property conform to the intent and conditions of the PUD <br />District, and that new construction would result in <br />existing structures being brought into conformance as <br />well. <br />Pedersen asked if this condition would safeguard the City <br />or make sure this property is never improved. <br />The City Planner stated that this is possible, but <br />pointed out that then the property would not appreciate <br />to the point that it would be more difficult to <br />redevelop. <br />The realtor for 2929 Country Drive pointed out that <br />previously there was a moratorium on the area that <br />limited the property owners' ability to do anything with <br />the property. The realtor pointed out that the site has <br />been for sale for one year. Interest has been expressed <br />by auto repair firms, however, since this type of <br />business was not in the best interest of the area, the <br />City has not been approached with such a proposal. The <br />realtor felt that allowing Precision Tree into the site <br />will not change the situation from what it is now. <br />Keis agreed since Precision Tree as not proposing to <br />construct any new buildings on the site. <br />Mr. Garske recommended approval of the Conditional Use <br />Permit to allow outdoor storage in conjunction with a <br />landscaping business at 2929 Country Drive as requested <br />by Precision Tree contingent upon compliance with the <br />Page 5 <br />
