Ouarterly Financial Reports <br />Attachment #4 is our first attempt at a format for quarterly financial reporting that is part of our <br />financial management policy. I believe Sharon used Roseville's report as the model. A quick <br />summary with comments is as follows: <br />• The first sheet is the combined report for all funds except debt service, tax increment <br />financing, and capital improvements. <br />• The General Fund is depicted on the next sheet. You will note that though June 30°', we <br />have only collected 5.2% of budgeted revenues while spending just short of 1/2 of <br />expenditures. This is the cash flow issue we frequently refer to and caused by the fact <br />we don't collect taxes or state aids until the 2 "d half of the year. <br />• Parks & Rec Special Fund is the next sheet. This relates to the programming component <br />of the department. <br />• CATV comes next. In this fund, revenues lag given franchise fees are received quarterly <br />and after the completion of the quarter. Expenses are low given we historically run <br />under budgeted amounts. <br />• Recycling/Disposal is the next sheet. This accounts for the billing of our organized <br />collection program. Again, revenues lag due to quarterly billing (only one quarter has <br />been billed at 6/30). <br />• The Water Fund is the next sheet and again only one quarter has been billed. The first <br />quarter is usually the lowest revenue quarter of the year (winter time). <br />• The Sewer Fund is the Last sheet. Here revenues will typically be more even given most <br />homes currently pay the minimum bill. <br />Sharon will be present to answer questions and discuss any changes you feel are necessary. <br />McMenemy South of Highway 36 /City of Maplewood: <br />Attachment #5 is a memo from Lee Elfering, our City Engineer. Essentially, the City of <br />Maplewood wants to improvement the area that includes McMenemy, a portion of which is in <br />Little Canada. They have made changes to their assessment policy that staff feels will make a <br />joint project difficult to explain /justify to our residents given the difference in assessed costs. <br />Lee's memo discusses this issue and we would like to see if you agree with our suggested <br />approach. <br />Owasso /Woodlyn Redevelopment <br />1 still have not had a response from McGough on their commitment to working with us on this <br />redevelopment project. I sent another e-mail a couple of days ago. We also made contact with a <br />St. Paul Chamber employee who happens to be an in -law. Hopefully, we can learn their <br />intentions so we can move forward with more confidence. In the worst case, their property <br />won't be in the mix and we will move forward with what we have. <br />Canadian Days Follow -up: <br />In viewing the Canadian Days event this year, I have some suggested changes that I would like <br />you to comment on before I take them further.
