• Some additional lighting seems warranted from the Spooner Park garage, south toward <br />the tennis courts. Canadian Days has done a great job of lighting the trail behind the <br />Gilbertson Field fence, but there is a dark spot in the area described. Especially on <br />Saturday night due to the fireworks display, a lot of' people walk this area. I believe <br />safety would be enhanced if we added a light in this area, either on the building, through <br />a permanent pole, or through a temporary fixture. <br />• Eli Road is posted as one -way for this event. However, many cars violate this posting. I <br />believe the one -way posting makes sense given the vehicles parked by Gilbertson and the <br />number of pedestrians that walk on Eli. I believe we should be more aggressive in <br />enforcing this posting by asking the Sheriff's Department (reserves or otherwise) to <br />actively address violations by telling people they need to obey the signs for the safety of <br />the area. I'm not endorsing citations, but we seem to pretty much ignore violations at <br />present. <br />• Staff believes we also need to modify the road closures for the parade. Presently, all <br />roads involved in the parade route, including the freeway exit ramps are closed at 11:00 <br />a.m. The parade doesn't start until 12 :00 and as a result, we inconvenience many people <br />for what seems like a longer period than necessary (currently 11:00 a.m. until 2:00 p.m.) <br />I believe we could modify the closures to be less inconvenient while still ensure safety <br />along the parade route and improving access to Spooner Park (with the road closures and <br />the one -way street, one essentially must park off site if they arrive after 11:00 a.m.). I <br />have attached an aerial shot of the parade route (Attachment #6) with suggested changes <br />for your consideration. It should also be noted that there may be reasons unknown to me <br />as to why the closure is set the way it is, but before discussing this with others, I would <br />like to know if the Council concurs. <br />• Alcohol control could still be improved, especially consumption of beverages not <br />purchased at the event. We have made nice improvements with Canadian Days and <br />LCRA for serving issues. However, there is still a lot of alcohol being consumed on the <br />premises that wasn't purchased there. My concern stems from the fact that if an accident <br />and subsequent liquor liability claim were to occur, it would be difficult to defend a claim <br />if people had purchased alcohol at the event and also drank their own alcohol. Other less <br />important concerns are littering associated with this practice and the lack of control in the <br />areas this is occurring (lower ball fields). To remedy this, I believe we should require a <br />law enforcement presence to patrol these areas and stop the illegal consumption while not <br />being heavy handed unless required. <br />If you feel I'm off base, please advise. I don't want to create a hornet's nest with these issues, <br />especially if you do not agree. <br />Winter Property Update: <br />Betty Winter has again asked if the City would be interested in purchasing her property. I am <br />meeting with her and family members on Tuesday. She has had it listed and no inquiries have <br />been received. They had it listed substantially above the County's EMV of $256,200. There <br />may be a decent reason for us to look at this if the price was around the EMV. I will update you <br />Wednesday night. <br />4 <br />
